If nobody is willing to sell for lower than 17 keys, how will it be worth less than that?
If none of those people can actually sell it, why would it be worth 17?
Because if everybody who owns one and refuses to sell it for lower than 17, you cant get one for less than 17. That is my thought on it. I might be wrong though.
Id assume that they would maybe allow negotiating. Thats why I gave it 15-17
Let's say I have a 10 key hat. Let's say I'm the only seller on the market and I put it up for sale for 500 keys. Is my hat worth 500 keys? No.
That is because 1. That is only the market 2. there is your hat with a better effect for cheaper 3. because you can get another of your hat. A tradable black rose was created because of a glitch. If you want a tradable black rose the only way to get it is to trade people with one. You can unbox crates and get another unusual but you cant do that with a boack rose.

#1 Completed sales on classifieds, outpost, bazaar, sourceop, r/tf2trade, or any variety of other trading sites. How do you find completed sales? Screenshot classifieds and check back in a day or two, check recent suggestion snapshots, check recent compare links for seller and buyer bots, bookmark some young, well-bumped trades and wait a few days to see if they sell. Alternatively, look at trades marked as unsolds in recent suggestions and see if they have sold.
#2 Unsolds on outpost that have been bumped adequately and have been up for a reasonable amount of time (This varies on the type of item and its value. See below for details). Unsolds can be used to lower item values but not to raise them.
#3 Marketplace.tf sales can be used as proof provided they are not significantly discrepant from the item market
There are no sellers on outpost. All the sellers are wanting to gift wrap non tradable ones. I usually check outpost for unsolds but there were no sales in the first place.
Unsolds on outpost are considered identical to sellers on backpack.tf.
Undolds only matter when the price is voted to go down. An example is an unsold at backpack.tf price
