While the total number of buys at 13.11 is small, they are still happening, and more are bound to happen since there are barely any buy orders higher. I'm including 13.11 in the range, and going with 13.11-13.33. This keeps the median at 13.22, where the most sales happen. Also there have been a lot of minor fluctuations in the market recently, so putting a slightly wider range should account for those.
