I thought only insta-buy prices were taken as b/o's.

They are used if the bidding exceeds that insta-buy price. If it doesn't and it's up for a while it basically acts as an unsold.

Looking more into it the auctions where only up for 1 Day at a time (3 Days overall with 3 Auctions) as it's "Listed 7 Days ago, ended 7 Days ago"

I don't think it should cap as it would be using a low-end based on a 3 day unsold effectively.

There were more auctions at a buyout of 30. Feel free to look into it if it matters

It does matter and I can't trace auctions. Mods may feel 28 needs to be involved as well.
