Five sellers @ 0.05 counter your one sale @ 0.11

It's probably getting shut down because:

1. You scrapbanked once for it, so what? He was willing to pay 0.05 more for convienience

2. Sales, not sellers

3. The lowest sell order is 0.05, and there are 5 of them, not to mention that scrap.tf has its bots use them as 0.05

4. Use common sense, a weapon will NEVER be worth a scrap or more (unless you're the tide turner)

It appears you got lucky and sold a couple of weapons for a scrap. A single sale at a scrap is not enough for an increase. With the multitudinous sellers at one weapon along with scrapbanking, a single scrap sale against many .05 sellers and scrapbanking options simply isn't enough; the sale is an outlier.
