You still don't get it, civilian stat clocks are made from various different weapons, these do not have a commonly accepted price and fluctuate in value, therefore the value of the civilian stat clock fluctuates as well. On the other hand these tokens are crafted from 3 spy clocks, these have a commonly accepted, non-fluctuating value (0.05) and are easily available for that price from various sources, for example scrap.tf, therefore the price of them should not fluctuate as anyone wanting to get them can easily obtain one themselves should the lowest price on the market be any higher than the item's actual value.
Any sales? Cause a bland suggestion like this wont be accepted!

Bought 3 clocks from Scrap.tf, crafted them into one of these and sold them to the buyer, any other price makes no sense.
I upvoted, but I've tried to counter other suggestions with logic before, and it hasn't ever worked. Apparently, sales are everything here.
non-donator bots on scrap.tf are at any moment pretty much entirely out of invis watches just to craft this. if there was some mysterious half-weapon currency, then between .16 and .22 would prolly be this thing's true price, but for now it's just .22. at this moment, there is exactly 1 invis watch in a non-donator bot. https://scrap.tf/search#0|60,440,6|59,440,6 , count scrapula and scrapta clause are both donator bots.
