Give or take the marketplace.tf value of keys was around 1.98~2.00 so I'm going to call it 80 for now.

Also a buy out of 80 would cap it

They do. Item sales cap at pure buyouts because the site aims to represent the pure value of any item. Capping a pure sale would not make any sense.

Kind of depends on the situation. For these, it definitely would due to fluctuating key prices.

Its a situation that typically doesn't occur as things usually dont sell for more pure than their buyouts as per definition of the word. Since that means that if it happens, it's gonna be some weird situation most of the time, it is looked at case by case.
