Sales are what matter, not buy or sell orders. If there are tonnes of sales at 5.88 ref, the low value should probably be 5.88 ref.
buyers at higher counter low sales, aswell as they both can get much ref easily, only reason they dont have as much ref atm is because they both bought many noirs already. Both are big traders, and theyre not offline, well maybe right now but they are definately not inactive buyers.

I don’t think that two buyers at 7 ref should mean that the value of the hat should be a solid 7 ref, with no range.

If you are using common sense? Why would 5.88 be in the range when Loaferman are willing to pay 7 ref for each and every one? It's just that the price of this item is raising massivley atm, so others don't even have time to adjust their prices.
