Looks like it sold for a Killstreak Australium Ambassador. That seems incredibly low so excluding.

There is the possibility the base hat is overpriced and a 11-17 range is correct for the strange variant.

So sales are ~10 (non-strange has buyers at 10, definitely countered), 14 (pure), ~16 (mixed), and 17 (pure).
That leaves the Beret sale. Beret is outdated, but that sale took under a day and is notably lower than multiple pure sales. I think the suggested range here is fine.
