Valid sales at 13 (pure), 14 (pure), 15 (pure), and 16 (Hetmans). 13-16 makes sense for this.
The rules for Unusual price suggestions say that the low-end can be the quickbuyer price.
Wouldn’t 12–16 keys be fine?
No, that would only be done in situations where the market for a hat is extremely muddled. Your low end should almost always be above what quickbuyers are paying.

I don’t understand your first sale. Squidley Studios bought the Voodoo JuJu for 14 keys, but I couldn’t find any keys coming from Squidley Studious in the comparison link.
The group of 14 (third group from the top) are from him. Not all keys have his name as the prior owner, only the ones in the back of the group. Sometimes this happens when items are traded and then traded again before they're scanned in the middle owner's backpack on backpack.tf. The ID#s of all 14 keys match the Voodoo though, which helps confirm the sale.
Oh, I see. Not many of the keys actually have Squidley Studious as the previous owner, so I was confused.
