Priced 4 months ago. For minis up to 4 months is ok. Unless this rule changed.

The pullover price is in-date, up to 4 Months is fine to use for suggestions. Sales for minis can also be up to the 4 Month mark (more recent sales are preferred obviously) However,

Sometimes suggesters might make a suggestion on that hat whilst this suggestion is up and if the price changes this'll have to be resuggested.

Sometimes suggestions get left open for a month (seeing how this is based off 1 sale it might happen here) and so the price will say on the Pullover 5 Months ago and then it's down to mods to decide.

Sometimes markets shift (most of the time downwards) for example I used a Green Energy Brain Warming Wear (I think it was that, not 100%) which was priced 4 Months ago, I used that as a mini and was advised not to as there were a load of sellers beneath that price.

It's all situational but tl;dr Yea you can use Priced 4 Months ago suggestions

No, lol. The 4 month rule alluded to here is for minis, not for suggestions. It's meant to prevent suggesters from having to make strings of mini suggestions for every single 4-month-outdated hat as a means to cut them a little slack, but is in no way meant to induce laziness on suggestions as it has here.

Common sense is called upon here. I mean - the last suggestion on that is from december 2nd - the sales are all from nov 2017 and earlier. Look at how many recent sales there are:
