The issue with this suggestion, is that it's impossible for us to tell if the noise maker that sold did in fact have all 25 uses.

Then again, marketplace doesn't even make it visible for the buyer how many uses a noise maker has, so I wouldn't rely on it at all for sales with these specific items.
