There are 4 bot purchases. 1 purchases at 9 keys + 8 ref (about 9.3 keys) so that actually supports 9.5 keys.

The sale at 8 keys + 23 ref is too low, countered by multiple buy orders, and the other sale at 9 keys goes outdated within a week. I think it's probably best to exclude 9 keys.

2/3 sales I linked above took atleast a few days. Considering they're bots (premium+automated), I wouldn't consider them quick sales. Not to mention, with such a large amount of sales below 11 keys I feel like a range is more appropriate anyways. I'd probably go with 9.5-11 keys instead of 11 keys flat.
