Unless you have concrete proof (aka periodic screenshots of the listing), there's no way to determine if it has been up for long enough.
It was last registered in an inventory 8 months ago, so it should have been listed the whole time.
Anyways, I'm fine with having this suggestion up for a month, it's not like the scrap is going anywhere

Backpack.tf updates item existence quite frequently, and even if that wasn't the case you can tell through item histories that it's been gone

What you're saying is, although possible and not uncommon, completely irrelevant here.
Didn't check the compare link. But I don't think that alone will be enough. Might end up having to wait the month.
That's not how it works really. Yes what you are saying is possible, but any number of things could have happen. Maybe he sold it months ago to a none tracked account, maybe he had a private inventory for a while and moved it to an alt etc...

As you can see, he has a profile pic, which would show up in the SCM if he was the one that listed it.
While the level and spell matches, it is also possible (admitting a very slim chance here) that this is not even the same hat, it could be a hat that never registered on bp.tf; it might even be a dupe that never registered on bp.tf. All pretty far fetched sure, but no way to tell for sure based on SCM listing alone.

Lastly, it appears you are using $2.48 for your key value, which is a bit high. Typically you would the average of the day it sold, but being a B/O drop I would assume just take a general average over the time, which is closer to $2.42 which comes out to 123 keys.
Was lowered to $292.98, but still rounds to 120. Accepting.
