So excluding outdated sales, there are sales at: 15, 16, 17, 17, <23, 25, 25, 25. Plus six other sales to/from scrap for much lower than 25. Aside from that:
- The Sinner's Shade sale buyer resold for 17.
- The buyer from the sale FallenCrown posted above resold to scrap (under 17 most likely)
So this can't be 25 flat. If anything, this could be 17-25 with the bunch of scrap.tf sales supporting the low-end.
