Strange lowers the value confirmed?
I'm not sure if i agree with that honestly. Judging that the normal one was sold recently (about 2-3 days ago) for 175 keys, as to where I bought the strange one a while ago (about 2-3 months ago). Since its been a while, the price I paid is a bit outdated, as a matter of fact around the time I bought mine both hats were 130 keys. I was willing to buy it for 135 in pure since I wasn't sure how much he wanted for it because it was a strange hat. Turned out that he wanted a little bit more so i added an Yeti Smash Unusualifier in hopes that the offer was okay. Then we had a deal and BOOM i got it for around 140 keys, but like I said earlier this was about 2-3 months ago and I have been getting a lot more offers recently. Thus I'm pretty sure I can maybe sell it for either 175 keys as well or maybe even more if I wanted to. This is my two cents so use this information as you see fit, but either way 2-3 days and 2-3 months is a large gap of time.

This hat does not have a strangifier and thus both strange unusual and regular unusual can be priced seperately. It's entirely possible that a strange version sells for less than a regular unusual version. The prices on backpack.tf are supposed to represent what an unusual could likely fetch in keys. So since the only sale here is pure, and there is no indication of it being an outlier, this should be fine as it represents the only pure sale.
Ofcourse, if it ends up selling for more keys in the future, there is always the possiblility to make a resuggestion. Or a new suggestion when this suggestion passes.

Seems like the guy resold it in a bulk/quicksell trade. I'm really confused as to why someone would pay 1000+ mixed for this and quicksell it for presumably a whole lot less just a few days later.
At this point I'd be inclined to just completely ignore that sale and just go with the suggested price here for 2 reasons.
1) resold a few days later for much lower, indicating that the sale is a lucky sale / burning pure etc.
2) seller at 400 keys, also suggesting 1000+ is way too high here.
