Would likely just go with 9-10 here. 11+ keys seem rather high here,

looking at all the sellers below that point (screenshot down below).

Not to mention every sale above 10 keys here seems to be a marketplace.tf sale,

which are often high on low tiers, especially on these kind of hats.
