Why reason why 17 is being excluded?

The untrace bot sale (only some keys matched on buyers side) had a B/O at 18 keys - https://gyazo.com/deb790a675298671a818e6d7a44760d7 - for a while, that would support a range as well.

17 seems pretty close to buyers so I excluded it but if we need to range it 17-20 then I am up for it. Just thought flat 20 would be more appropriate

I'd personally go with 17-20 here. 17 isn't really that close to buyers at 15 keys, and the fact that a bot had a B/O at 18 keys for a while also supports having a range here.
