Yes, we can make suggestions using buy orders. Mods tend to leave them up a tad longer to make sure there's nothing else available, however. Despite this, sometimes they can be left open to the point whereby the buyers change and the suggestion is now invalid. It's a grey area, tbh. They usually pass, but not after a week's wait. I would not recommend using only buyers if there are other data entries, but in cases like this, where the price is five years old, it's all we've got and even if the buyers raise by a bit, having the price be 1.1 keys is better than 4 ref.
