Going to exclude the marketplace.tf sales as they are often high on low-tier items. Sellers at 12 and 13 clearly indicate that it would be pretty much impossible to get 18-20 pure keys for this hat. The quicksales and the Brass Bucket sale should also indicate that they are high.
