yes. crap.tf has been buying for 38.66 for days and never has any in stock.
the occasional seller pops up for 38.66 (silly bots) but is very quickly bought out of inv with auto buyers at 38.77.
this seems like the most stable range for the last week.

This isn't entirely correct. The mechanics of Scrap.TF's keybanking isn't as straight forward as buying keys and then listing them for sale -- the site will intentionally keep a reserve of keys for other purposes. The only conclusion you could really draw is that there hasn't been an *excess* of keys sold to Scrap.TF, but even then that's not entirely accurate and I would not feel comfortable using that statement as evidence for a key price change.
I can, however, confirm that Scrap.TF has bought a plentiful amount of keys at its current price point (38.66). But I doubt that many people using the service care about the one scrap variation from other buyers and traditionally Scrap.TF has always been slightly different to the market price especially when keys are on an uptrend.
Thanks for the insight, Ben. I was thinking of including 38.66 because of all the places buying at it, but the sheer volume of 38.77 buyers dissuaded me.
