I am the only person who collects these. Even though I recall paying more Ref for these when ref was worth more I have no idea how to find that. However the price is incredibly incredibly outdated. Hopefully this will help somewhat.
Edit: I just purchased the two for sale and Backpack.tf has yet to update that so be aware.

I paid 13 for each. A key is about 40 ref right now. I paid 26 ref for 2 Cheeses (Edit: , Making that 13 ref per cheese) when he asked for 10 (Edit: per cheese). I was overpaying. Therefore the range is up to that overpaid amount.

Way back when there was another Pyro update where everyone got these various items. Then when the update ended they turned into ash. Then Valve deleted them for 2 whole years. Then Valve turned off whaterver script deleted these when you logged in. What that means is anybody who left TF2 for those two years and also happened to have one of these are the only people who still own them. But if you quit a game for two years, you probably wont come back. This makes them incredibly incredibly rare. Fortunately I'm literally the only person who cares about them so they aren't expensive.
From what I can tell; you bought the 2 from item snapshot @10ref so where does 13 come from?
Graph shows 1200+ so wouldnt call them "incredibly incredibly rare", besides they have no function or use other then collecting value
The 13 was how in the screenshot I paid 13 ref for each. I didn't ask for exact change back, thereby paying 3 extra ref for each. They are more rare because anyone who has them has likely quit TF2 by now.
If a chocolate has a price-tag of $1 and you give $1.5 its considered a tip, it does not mean the chocolate will cost $1.5 next time you come.
