The Marketplace seller is a scammer alt but has a 1-person history; so I'd be guessing it was scammed from a private inventory target found in-game.

Just had to decline the other guy trying to quicksell me the ballooniehoodie as per my 350 key B/O. Figured out he was a scammer alt, and the original unboxer fell for some wallet scam or something? Shame the original unboxer’s name doesn’t show up on the history or something. I really doubt that piper guy unboxed the C9 ballooniehoodie himself.

Those keys were removed on his side, not added to his inventory. I don't think he's sold it yet.
He sold it on SCM for 857.80 euros which at current key price which is 2.10 euros is like 417 keys.

The keys match in the compare, but I believe they're alts/accomplices, or at the very least that Talent isn't clean either. Currently a private bp, multiple exchanges with Piper that only cover keys (ex: https://backpack.tf/profiles/76561198818250111#!/compare/1540944000/1541548800 ), last snapshot only contains untradable keys, no tf2 items otherwise (not even achievement ones); classic red flag.
