Discussed with the other mods as well - I think its best to include 11 here. With 2 sales at both values I think it properly represents the common trading point here. Low tiers like these tend to move relatively fast, and with another data point at 11, it may just have lucky to sell that fast. If it were the only data point (or if the other sale would've been higher too) I'd have agreed on excluding, but given the situation I'd keep 11 in.
