19 and 18 seem to be outliers since the 19 key sale was provided to a serial quickbuyer and it has sold for cash for almost triple the price in less than a week. Also, since this hat has sold for 60 pure in the past and was involved in high-tier bulk sales (PE Coldfront and Tesla Coil Patriot) the 18-19 key sales can be considered outliers/quicksales.

Also, Disco Beat Down, an arguably equal tier effect, has quickbuyers for 25 keys. (not a solid argument, but a nice reference point)
