These are treated similar to unusuals in terms of suggestions.
Refreshes on regular cosmetics are typically rather pointless because they make use of much smaller time frames. Having a suggestion refreshing a 3 ref item every week does not really help, but this refresh to show that this value is current after more than half a year does contribute :P
You can refresh non unusuals. But usually only higher priced items. I would assume like vintage scrap, gold pans etc.
