So there are sales at 18, 18, 20, 24, 24. I would be fine with excluding 18 as both sales happened within a few hours, and give this a conservative 20-24 drop.

Dupes don't really matter for low-tier hats like that one.

As for the ze goggles, I don't agree with the duped statement, as I'm not fond of using dupes to drop any hat.

Depends on the hat and effect itself rather than taking the assumption to it not mattering for all low tier hats and/or below a specific price.
