Scrap B/O drops are valid, but they have to be a month unsold.
Even for items that low in value?
Yep. As far as I'm concerned, it's the same length of time (1 month) for any value if it's in scrap.
If anything, I'd say scrap.tf items should get more time to sell because interested traders aren't necessarily looking there first to find the hat they are interested in purchasing.
I can understand that if you mean you're more likely to find the unusual you're after by searching the classifieds than you are to expect that same unusual to be on scrap when you check there, but a fair amount of time when people are checking scrap, they're looking for good deals. When items go unsold for extended periods of time on scrap, it's a pretty good indication that next to nobody thinks it's a good deal, and would suggest a drop in price.
On top of that, when using scrap unsolds, we aren't taking the item value into consideration. On the contrary, classified unsolds have the >1 week per 25 keys rule for unusuals under 75 keys, meaning B/O drops can be based off of 1 week unsolds at the least. With that in mind, I feel the gap between the (at least) Month-unsold scrap listings and the (at least) 1 week classified unsolds is already big enough, and doesn't need to be extended, at least at the lower values like the one being suggested here.
