Summary:
While the 68 seller dumped to a buyer for 63 keys, the 68 sale took ~2 months to sell, and the buyer had it ~3 weeks before selling for lower, so they had plenty of time to make use out of the hat. Not to mention it is only marginally lower instead of much lower, which is the case when excluding sales when the buyer sold for less. 63 is low because it sold to a quickbuyer.
