why the range?

I think he rounded down 20.89 to 20 whilst should've just rounded to 21

I meant that since it was 20.89 , he rounded down to 20 and rounded up to 21 to make a 20-21 range

If your B/O was 17 then the sale has to be capped at that amount. So as I said, 17-20 will be fine.
