If you look up at the sell orders, almost all are selling at around 23 refined.
You need proof of sales to make a price suggestion. Classified listings don't count.
^ Essentially this. If suggestions were accepted using this logic, people could theoretically list their items for as high as they want and get their items priced or repriced based on sell listings alone.
