The hat is currently 1 out of 1, meaning this contributes to it's rarity. Aviator Assassin is a hat viable to many spy cosmetics and is quite popular. It can be seen as a themed unusual, as both are related to aviation and lightning go hand in hand.

So I think for now 55-60 keys with a 35 key quicksell value is definitely a fair and viable value for now, but if another one of this unusual is unboxed, it will greatly decrease this unusual's value.
