Only duped sale, in a while, so it can based off from it.

dupes can't be used to drop hats on most cases, but there are a couple exceptions:

the hat is under 30 keys (not applicable here, not sure if this still applies anymore either)

the hat was last raised with a dupe sale (also not applicable here)

the hat has no clean versions (again, not applicable here)

clean ones haven't sold, AND belong in inactive backpacks. this is what affects your suggestion here.

the guideline for inactivity is:

no premium on trading sites

no recent tf2 activity on their steam profile

no recent activity on trading sites

as for the electrostatic hat you linked, the only clean copy that exists belongs to a user that has not logged into the site in 6 years, as i stated in that suggestion.
