The price is 3 years outdated, I think your taking the rules a bit too literally. That rule was added to prevent meaningless suggestions on items like craft hats so the mods didn't have to deal with extra unnecessary suggestions. This is clearly different.

I mean weapons have a universally known low value, not a great comparison. Though to be honest I think any item over a year outdated should be able to be refreshed.
Think about it logically here. Imagine you owned one of these Pile of End of the Line Key Gifts. You look at backpack.tf and see a 3 year outdated price, very few on the market and low buy orders. What does this make you think? It makes you think that 23 must be inaccurate because it is so outdated. If the suggestion at 23 was recent, they would know for sure that 23 was accurate. Why are we making it harder for people to tell if a price is accurate by rejecting suggestions that support current price?
Many suggestion rules are guidelines that are correct in the majority of cases, but not all. I would suggest you think critically about why the rule exists and how it applies to each suggestion. In addition, this is only one suggestion, which does not increase mod workload like people suggesting 10+ craft hat refreshes in a row, which is what prompted this rule in the first place. In this case, preventing a suggestion makes it harder for people to accurately check the price without increasing mod work.
The item is literally 23 keys in a single slot though...its value is nearly as self-evident as that of craft hats. Unless it's clearly being sold for less I don't think there's any reason it needs a "refresh".
When used, the pile of key gifts give a key to up to 23 other people currently on the same server. If someone wanted to convert it to 23 keys, they would need 23 friends to be on the same server and then give back the key they received. (after the 7-day tradehold) This is not practical, which means the price of 23 keys is not self-evident.
I have no issues with refreshing certain rare non-unusuals that hardly sell and are very (a few years) outdated. This is definitely one of them, and others can be handled on a case by case basis.
