Would seem like 25 is low due to the reasons I specified above. Taking it as an outlier.

Earl had a b/o of 27 a few days before the b/o of 30 and dump. https://bot.tf/stats/listings/MGLWRGE2 Considering he resold in bulk to a quickbuyer, (Thux) the handle had to of been valued lower than 30 since Thux listed it for 30 and sold for 30. Because Thux is a quickbuyer, it was probably valued at buy order or close (~24/25) so that sale likely supports including 25.
I would go 25 - 30
