This is a pretty ancient price right now in desperate need of an update.
One seller currently quickselling at 11 keys. Last bumped a day ago - checking their backpack says it hasn't sold yet.

Another selling for 17 keys, without any luck for a week.

I tried to put this up for 10 keys 20 ref earlier in the day but it also went unsold. Finally traded it and a Vivid Plasma Tavish DeGroot (19 keys) along with two low # craft hats (Napoleon Complex and Big Daddy) for a Burning Flames Napoleon Complex, but since it wasn't more than 50% of the trade's value I can't use that to price it. All I know is that nobody seems to be biting for any sales higher than 10 keys, which I purchased it for 9 days ago. I'm tempted to put the high range at 11 but I can't prove that anyone will purchase it at that price.

Based on the marketplace sales, putting 11 into the range would make sense. The 17 key one can be assumed as an outlier at this case.
So, 10 - 11 would be better.
However, there might be other sales for this hat. There is one other hat that was sold recently. You can check out the sales in the link below and see whether there are usable sales which can price this hat.

That hat is the one currently selling for 17 keys. The seller bought it from the same person as me, who I remember owning two Aces High Harmburgs which were both being sold for 10 keys each. It's also the same person selling it on marketplace.tf and on bazaar.tf. I'm almost certain that they must have purchased it for the same price I did too. I'm not 100% sure how to verify how the sale took place, though, since I'm not too well versed in making suggestions and I can't discern all the information from the Compare feature.

Lot's more sales to look into. 10 flat is definitely too low.

you need sales not listings
You can use listings to drop the price of hats, if they don't sell. And I do have a sale, sold for 10 keys.
