You need sales, not sellers to price an item. Check out the rules for unusual price suggestions linked above for more info.
SCM is usually not a great way to price unusuals since there are a bunch of effects combined, it is only useful if you can find a specific effect.
As already said by V.A. and Xergoyf, sellers and buyers alone can't price unusual, they are used to determine the low-end and high-end of your range.
If you wish to continue updating the price of this hat, I suggest redoing it with evidence of sales.
On SCM the $20.64 was for the low end effects like Steaming and Dead Presidents, Terror Watt is a more higher rated effect which means it would probably sell for more then the $20.64 that I Suggested.

you definitely can't round 10.4 up to 11... what to do in this situation is addressed in the rules I linked, give them a thorough read and be sure to address the other issues with your suggestion, I only pointed out the first and most obvious issue that makes this something that won't pass
