I think id perfer 14 - 15 here, 1 buyer at 12 anyways. I would only stretch the range into buyers here if there is a common trading point at 12 or a bunch of untrace sales at 12/13 that 14-15 would miss. In this case, 14 -15 should be a bit better here, calling 16 high due to the unsold.
