Will exclude marketplace sale since it was lucky buy, sellers at 34-35$ / 1.81$ = 19 keys at the moment.

The hat from sale 8 was sold on S.C.M. for $39.82 net, $45.79 retail with the 15% markup
The player that bough it has a private inventory.

No way for you to see from public information. From the chart on SCM it could be any effect, but I know that little spike on August 1st was this one.

The first 17 sale might be ~16, buy order was that

The second 17 sale is definitely not right, buyer obtained the hat much later, and the seller never had a b/o of 17 listed which makes me doubt it was for 17, not to mention no history match

just a tip, you really don't need to link the bptf stats page to the unusual you're suggesting, makes for less clutter
