Conclusion

Since the seller during the times is poorly bumped, going to exclude the seller in this evaluation.

21 is low due to buy orders at about 27~. 27 may be low as well, but 3 sales shows it is common enough to include here, and technically speaking, 27 is not lower than current buyers!
