It is currently being sold at a discount of classifieds for 19 keys, and the price is outdated. Additionally, in the last 48 hours, it has been sold for $45.00. When you divide this number by 2.33, which is the approximate value of a key on the market as of recently, you get 45 / 2.33 = 19.31, which gives 19 keys when rounded down. I understand if this is not enough evidence, however, there is only one currently being sold on your market and the price is 10 months old.
any links to compare, bot.tf or mp?

you need proof of the sales, and where is 22 coming from?
If you look at the item's information on bp.tf at https://backpack.tf/stats/Unusual/A%20Rather%20Festive%20Tree/Tradable/Craftable/11 you will see information about the unusual's sales on the community market in the section called market trends.
First of all if that's your proof it should be included in your suggestion. Also sales on the Community Market are generic and might not be for this effect. If you wanna use those sales as proof you need to prove that the sale(s) is for the effect you're suggesting on
22 is just a suggestion I put because, as I explained, the item is being discount sold for 19 keys so the "19 - 22" range will raise the average price above the discount.
You need a sale at 22 keys to include it in your range
