I didnt check the cs stuff and I dont know how far that is over the BO, but this is unjustified cherrypicking.

Not saying its necessarily the case here, but it would open up the option to just wait out until every sale but the very last is outdated as a means to only have to use the last one. Regardless of whether or not it is intentional, if you're only going to use one single very old sale that induces a large change, you should always check how it compares to other sales from that time
