These are being sold at relatively low prices on the Steam Market. Going for 14.6 Euros or 17.5 USD. Scammers are taking advantage of this listing as it shows that the actual price of these is 38.3 when its really not. Using bots and such they are making it seem like a deal to newer players who just started getting into unusual trading. If the price is decreased or set to that of the Steam Market I think these types of scams which involve this specific item could stop.
