If going by marketplace.tf prices for keys on that day ($1.81 https://imgur.com/a/gYg35Ra) that would be $36.83/$1.81 = 20.35 keys.

Assumed value of 92-28-22 keys or 42 keys. Seems to be an outlier.

Every other version of this hat + effect is either untraded since it showing up in the bp.tf premium search or was traded to a private backpack with untraceable trades.

Overall, this leaves 1 sale for $36.38 or 20.35/22.18 keys depdning, 1 sale for 22 keys pure, 1 sale for 20 keys in mixxed items, 1 sale 22 keys at 16 ref, 1 sale in a bulk offer for approximately 42 keys that's likely an outlier, and 1 sale that's not really possible to price currently in another bulk offer.

Basically, this means there's 2 sales for 22 keys and 1 for 20 keys and 1 that could realistically be either 20 or 22 keys. Therefore, this item should probably be priced at a 20-22 key price range.
