Why would you use sale 1 there and not here, given that it has clearly way more sales than this does.

Old tradition, something has adds on top of it for something else, the sale gets used/is best to be used on the something else

It's not always been the tradition, there are cases where it is best to use on the hat is was upgraded for, however, in cases like these where there are 2 sales and you are negating one because of "tradition" I would include it to give this the best estimate of price.
