In general, I would say you're right to consider the lower sales, but I would still say buyers and sellers on classifieds still take precedent whenever you are deciding on a range. Here, buyers at 38.55 counter any lower sales, and sellers at 38.66 counter any higher ones, hence why I recommend taking that as range.
