I think mp sales for most uncraft stuff seems to be rather high, but admittedly you could also see 3 ref as being a low sale here. The seller initially listed for 8 ref also (probably because that is its current price), but accepted 3 ref as soon as I sent an offer for that.
I recently also bought the uncraft scotland cape for 30 ref, although it had sold for ~1 key on mp previously.
I think in the future I may stop using mp sales for uncraft items because of this (as long as there are alternative sales).
That seems fair enough, marketplace.tf sales are usually inflated due to the fees and rarity, especially uncrafts.
Since you are happy for this to drop after buying one I guess this will be fine. Especially supported by the seller being negotiated from old price to 3 ref, clearly showing the seller didn't have faith in the old price.
I will accept this as I feel it could be better than current. There are no current marketplace sellers either.
In terms of other uncrafts, I would be cautious when using marketplace.tf sales, that doesn't mean that they are outliers, I guess it would all depend on context, how many sales etc
