Based on the listing history I found I guess there's been a buyer on and off which attracted overcutters. Personally I wouldn't exclude based on those, especially since pretty much everything here is from an older market where no such buyers were present. If it consistently sold higher now, or if there was a full page of buyers higher Id be more inclined, but this seems to have been temporary.
