I do believe it is the scammer's alt, and I've reported it as such, but per the Rules for Background Checks, an account seeming like an "obvious alt" (i.e not banned on SteamRep/backpack) isn't enough to prevent someone from trading that account.

If we could prove that the seller knew this was the scammer's alt, that'd be a different situation.
Ah well thanks for doing the report. My thinking was that the sale shouldn't be used because it seems pretty clear to be a trade with a scammer, wasn't calling for the person who sold the hat to be banned.
