Going 60 flat

I'm rusty on unusual price suggestions, but the buyout for 60 was for pure keys. I had to overpay in mixed to buy it. Why would 71 not work here? Again, I'm rusty, so I may be missing a rule on this one.
Rules state valuations cap at buyouts for sales that are not 100% in pure/keys
Backpack prices are supposed to represent the pure value of items. If the hat had a buyout of 60 pure keys and it sold for more than that in mixed, then it makes sense to cap the sale at 60 keys, because that's the pure amount the seller would have taken. That way we can exclude the overpay factor.
