You need sales in order to mini an item, buy orders aren't enough.
The Cool Anodized Aloha War Paint doesn't seem to have any other sales, and it was also a smaller part of the sale, so using buy orders to value it should be fine for now.
The war paint value probably isn't that far off. In general, they do require sales, but if there is nothing else on something and its such a small part of the trade, it will suffice, especially in a case where it would undervalue an otherwise unpriceable item at worst, where it being priced on the low side beats it being unpriced for the owner.
